In general, the answer has to be notepad++. Still, I have been comfortable with VS Code. You can also take a look at Atom.

@Amit, there is no Emmet, gulp, Beautify and other in notepad++

to my side sublime and visual studio code (vs cod3) are two of my best text editors. and in idle i really​ love and very comfortable with visual studio 😊😊

there are tons of question like this... And it's all about just 3 answers: Sublime,brackets and atom(didn't tryed atom) Notepad is good one too,but...you already have answer about it. Brackets and sublime can do more things way simple and faster way. Also ..for php,you can get plugin and use your live preview in brackest as with simple html,css,js e.t.c. (almost same as reload...but when you change css you see changes in browser without saving or reloading page)
