Duda sobre la etiqueta <marquee> html

Hola, quiero saber si la etiqueta <marquee> sirve para mis proyectos o no, he visto su utilidad y es como texto en movimiento, sin embargo quiero saber si debo utilizar esa etiqueta o necesito CSS3 para hacer ese tipo de animaciones.

the <marquee> tag is deprecated and should not be used anymore.

animations should rather be done with CSS or perhaps Javascript.
