Never, as there are hundreds of languages available. It is impossible for a human to learn all the languages. Even it is impossible to learn a language like Javascript completely as the concepts and understanding behind the scenes is very deep.

"all", i don't think is possible. "many", i think is more relevant. It would take years but it's possible. I had a friend who can work with at least 9 programming languages, actually working for Microsoft.. and he's like 24.

the most languages you can learn, the better. Most of the really important systems are written using various languages

It will be better to spend your time to master few languages rather than learning many languages and not being master of any.
