You can use the browser developer tool. It has a feature called inspect element that lets you view and edit the HTML and CSS code.
You can also comment out selected CSS code to see how it affects the appearance of the page.
In the console you'll have to use javascript to select computed styles. You could google tutorial on how to do that.
