Guys can you help me to tell me what a program set to make an interactive game that good? (what i mean by program set is for example on web developer:html,CSS, javascript,mySql,bookstrap and etc)

You can make an interactive game with Javascript, HTML and CSS too.
"Good" is a matter of subjective judgement. You have to define your criteria, what makes a game good for you.
For example you can still enjoy a text-based game without any graphics. But with the right libraries, you can also add very good quality graphics, even 3D animations and sounds to any web page.
