Where can I learn and apply SQL?

I'm trying to learn SQL on my laptop, but struggling to find a suitable IDE.
Also, does anybody know if it is possible to create databases using SQL on microsoft access or visual studio?

On Windows, you can use sql server management studio if you are only interested in the Microsoft version of sql, but in your learning process, I would suggest you install mysql where you can use workbench to improve your skills in sql.
