You said "game engine"? You sure need data. Not necessarily everytime but during some build that haven't been cached, you will need to connect to the internet I've tried many game engine, Phaser, cocos2d, unity, Godot, ue4, cryengine etc phaser is the only one that you can manage without internet connection

Learning a game engine without internet or data can be tough. Is there a specific reason you need to learn offline? because gaining like every other learning toy need the Internet for that the Internet makes learning so easier and with the use of data we download upload and search for documentations and online resources. But if you can't have access to the Internet , here are some ways to make progress: 1️⃣ Download Offline Resources PDFs, books, and tutorials before going offline. 2️⃣ Use Offline Documentation Some engines like Godot let you download docs for offline use. 3️⃣ Practice with What You Know Experiment with small projects. 4️⃣ Explore Built-in Examples Engines like Unity and Unreal have sample projects you can use. 5️⃣ Take Notes & Plan Write down questions or ideas to research when you’re online. I hope this will be helpful temporarily but for learning gaming permanently you will need the Internet and have access to data

Essien Ekanem You will need internet access at least intermittently (at a library, internet cafe, or other public access point). You can download one of the popular game engines to your laptop. Which one will depend on whether you are working on a 2D or 3D game. The free version may have some limitations. And you will be especially limited on what textures you can find for free, unless you also plan to learn how to make digital art. For learning resources, you can either get a textbook to work from while offline. Or while you are on the public access point, you can download youtube videos, online course resources, PDFs, or save websites for offline viewing.
