Do i have to learn programing languages fluently to become a programmer/developer ??

I think you should learn basic concepts to understand the language and then you learn what you need. You can't get the experience with learning only, you have to solve lot of programming problems to became a developer. Start and do and you will became better and better. Learning without coding is not enough.

Pick a project to work on. While working on a project, you'll learn more concept and gather experience.

Learning programming language syntax is not enough. You need experience in writing code and solving problems with those languages

Yes I suggest you do. I think you should learn in this order: JavaScript, HTML, CSS, JQuery, Python, Ruby, C+, C++. P.S. thats not all of the programming languages.
