C++ is a programming language. And CSS is used to style a webpage. These two are completely different, you can't compare. As far as difficulty level is concerned, CSS is definitely easier.

I think their is no comparison between c++ and css. C++ is a programming language that is very fast and powerful otherwise css is used only for design html pages. Of course css is easy for learning but learing c++ make you a good dynamic programmer.
