What does the <target="_blank"> mean ??!!

"target" as a tag doesn't exist. But it exists as an attribute:

<a href="https://www.google.com" target="_blank">Click here</a>

Above is a link (also known as anchor tag) that opens www.google.com in a new window/tab, when clicking on it.
