You mean in SoloLearn? You can make new codes in code playground. Tap the { } icon and then select the green + icon at bottom. Then choose the language.

What do you mean with "new code"? You mean a programming language with a new syntax? Yes, it is. As long as you know how to write a compiler you can also (theoretically) create a new programming language.
