How to access challenges from an laptop?

I am able to challenge individuals from my android phone, but I'm unable to challenge individuals from my laptop - or i just don't know how, is there a way to too it?

Also how come iPhone users aren't able to challenge other users or receive notifications for challenges.

You can't unless you have a android emulator like Bluestacks

How long have challenges been available for Android but not for iPhone?

It's understandable if the challenges just went live recently but from the looks of things it has been like this for a good while.
