The one you love the most... the one you feel most good with ^^ If you don't know, it will depend of your general computer skills: with Php you will find more opportunities to host, getting help about web services... but with Python you aren't limited to web services, but less hosts "key-in-hand" ( more difficult -- but try http://pythonanywhere.com they do ) and you will find a lot help also, even if more diluted over the Python wide field of application ;) Well, personnally, after long years to code some Php without awesome pleasure, I'm now letting it back and using Python, wich is widely more exiting :P

PHP is different from Python which makes it hard to compare the two it could have been easier if you said PHP vs JavaScript / Python vs Ruby but I'd say Python

PHP is dedicated solely to server-side website services. Python can do the same job and lots and lots of stuff more :) Depends on what you plan to do with it, though.

As Kuba has said, purely depends on what you want to do its like asking which is better, a spoon or a fork? They all are important in their context of use.
