which is the good software for C programing on Laptop

First of all this is a C# course and has nothing to do with C.
For C# on Windows download "Visual Studio Community" (It's Free).
And on Linux you can use "mono".
(If you really are asking about the C and C++ programming languages, one might say you should go for borlandC, but I suggest you to install minGW and config it with sublime. That works best for me)
ps: I don't think there's any difference between developing on PCs or laptops.

For C# I definitely reccommend Visual Studio. I don't know about C, as I'm not familiar with it.
