How do I make a simple layout for a website?

sorry for this dumb question I am still confused how to make one even searching it up so I am wondering how do I make borders like for the layout like the top middle sides etc... and also how do I make it so when you press an arrow to the left/right it will go to the next article hard to explain.

You can use the bootstrap framework for all the king of jumbotrons and glyphicons. You can use the button class for left and right buttons. The main thing is to work well with the table class because every Webpage layout can be divided into a number of rows and columns. Then use the all those features to work with all those very well.
