Not a native Android app. Android is written in java. But you can build a responsive website and load the website in a hybride app.

No. However you can build hybrid apps using AngularjS and the Ionic Framework

Php is server sided language. So you cant create an android app with php.

Android is best written in Java. PHP is good for server-side scripting.

By using json encode you can transfer or receive data through php.

because php is a server side language & it executes on server side it is not possible to implement & while with JavaScript or C/C++ native development environment using APIs it is possible to develop android apps because it is standalone development languages.
