which language.
java = eclipse / netbeans
c++ /c = code blocks / dev c++
c# / vb / c++ .. = visual studio community version
and else
Python , html , css , js use any text editor
( Atom , visual studio code)
everything is free ^^

I use Atom for a text editor.
It is the best one I have used so far.
Notepad++ is not bad. Atom is easy to use, and has a lot of features and add ons.

And like @Mr Programmer said use Codeblocks.
You want the version with mingw setup.

my laptop starts up Windows 7 but is supposed to 10. Either I was lied to or I cannot access or find Windows 10 to save my life

You can get the upgrade from the microsoft site for free.
Back up your data, if you choose to do it.

Visual studio has features that only work on windows 10.
You can download game engines through it to be used along side it.
