It is recommended to start learning HTML at first which will be then followed by CSS and JavaScript. But it also depends on what kind of programmer you are.

For example--If you are a kind of programmer who preferably creates webpages, then you must go with HTML, CSS, and Javascript , But if you prefer to create games and stuff like that then you must go with C languages.
