How to create a website?

I want to create a website from scratch. I know html and css, now where do I start coding it and how do i get that site hosted? Believe it's a noob!

Thanks a lot, suppose I build a website with CMS and then go to its editor and copy its html code and paste in my pad and is it possible to create my own website by this way?
