CSS doesn't run. It is applied to a HTML which loads it.

Why did you concern about CSS run from Notepad, should CSS run from any applications? You can edit CSS from notepad software or any text editors.

when you create the .css file in notepad, notepad may add the .txt extension to it, and windows may be set to not show extensions. I think that when you save from notepad you should put double quotes around the entire file name like this: "myfile.css" so that it doesn't save as myfile.css.txt. And to show extensions in windows you go in Control panel->Folder options and somewhere there is a setting like Hide extensions for known file types (I don't remember exactly because I never use explorer, only Total commander and that always shows extensions). Also, make sure you specify the .css file in the .html file, I see that codes on Sololearn don't do that, idk webdesign, but at home I always had to do that.
