if you are asking about the framework then java. you can develop whole working website with dynamic and static pages using only java

Depends on the requirements of the project.I would recommend ember.js if you are familiar with JS, and want to build something yourself.But initially good grasp of JS is a prerequisite.

it depends on your requirements and your experience & expertise in that language. language is just a tool to fulfill your requirements. Almost all server side languages comes with frameworks to provide you a boilerplate with many out of the box features. better to learn them.
