Can I learn php and java script without learning css?

Yep, but if you want to be a web developer CSS is needed (at least the basics, if you won't work as front-end)

Anyway, i learned very fast HTML and CSS, are pretty easy since they have not the programming logic like JS and PHP, in addition... they require just a bit of your time.

Javascript has some properties to work with CSS, take in consideration this as well.

Yes you can learn both, but if you're wanting to learn web development you'll need to learn CSS and HTML also. CSS is not very difficult and the basics can be learned over the course of a few hours to days.
