Is writing border="1%" the same as border="1px" ?

Not actually, 1% depicts just the 1/100th of the original size, whereas 1px depicts the size of just 1 pixel.

no. 1px is 1px 1% if you have 1024 width of screen 1%=10,24px

No, It's not 1% means 1 percent of the full width but 1 px means 1 pixel on your display however it 720 or 1080 or even 4k
