Notepad is a good startpoint. beyond that you could use a code editor like notepad++.

there are too many text editor you can found on internet. notepad is best for beginners because we have to type the tag properties so we will know the spelling. other than this sublime, bracket, adobe Dreamweiver, microsoft visual studio... depend uopn you which one u like... I love sublime text.
