For what platform?
For Windows learn C# or C++ and write your app using code blocks' IDE.
For Android learn XML and Java and use Android studios to write and complile your app. Then upload your compiled APK via the developer console.
For IOS I believe that you need C# or swift. As far as IDEs go I can't help here.
