I think that this is a valid question since most subscriptions I have encountered online subscriptions that obtained my phone numbers without my consent. I received the sms after a few seconds on the website (I didn't even click on anything), Although I wasn't on my Android OS. I don't think it is impossible.

Without an explicit consent of the phone's user? I'm thinking: not!

I don't think even the phone itself knows your number, doesn't matter if it's android or something else. The only way would be to generate some unique id on the device (could be a tablet, not a phone) and send an sms to a phone number of yours. Idk if html can send sms, but for an application, I think the user has to give permission, and the device has to be able to send sms (have a valid sim card).
