Cached JavaScript files can speed up page loads.and is there anything boosting it ?

cached files are stored on that app so it basically downloads the files that are cached and can reference it when it needs to, like if u go to one osage and its made with bootstrap and they have it so it caches it, u go to another site made with bootstrap, that site loads faster cuz the files needed to show bootstrap (bootstrap css and js and jQuery) r already cached
