I suppose they can, but for a HTML site hosting, FTP and some domain could do. I assume that
you are not talking about a multiplatform web app or anything like that? I wouldn't maintain web/app/database or mail server with user data at home, I'm reckless and locals made me paranoid. check amp project and there's something on Wikipedia, they are up to something with mobile lightweight projects.
