Can a webpage created by me be opened in my friends computer?

yes you can run it on local host server like xamp

Make sure that the page you created is hosted on a server that can be accessed from the internet. Unless you do port forwarding on your router, every webpage hosted on your local server will be accessible only by computers connected to your lan (connected to your router via ethernet or wifi). There is a free and reliable hosting service online: www.000webhost.com do your research and you may find others. Get a free domain, host your page there and it will be accessible from everywhere.

What he said. You can look into AWS or Google if what you're doing is minimal resting and practice you should be able to get into their free tiers.

You can run it in a local server which then can be accessed by anyone on your home network. Or you can just transfer all the files and he should be able to open them.
