How to create animation database and what language ?

So, as I see from that definition it is possible to create an animation database in any DBMS (and with any language, but I think some are better than others to meddle with those fragments after acquiring them from DB). But there of course can be some more often used standards that I know nothing about... and it depends on formats of those fragments (XML, encoded bytes, raster or vector graphics, 3d?)

Are you sure that it is "animation database" and not "relation database" for example. Can you describe what's that that you want?

An animation database is a database which stores fragments of animations or human movements and which can be accessed, analyzed and queried to develop and assemble new animations. Given that the manual generation of a large amount of animation can be time consuming and expensive, an animation database can assist users in building animations by using existing components, and sharing animation fragments.
