For the SEO part there is not actually a specific desired option in a CMS (admin panel) so it would be good to make a list of features needed the adding them to the cms one by one, like:
Pages visits number
managing tags on each page
managing headers and links on each page
Showing site ranking
and so on.

About the ppc part I don't got much experience.
PS:SEO is mainly designing the whole site right so it will get a better rank on search engines so it's normally not a separated part of the CMS but having some features on it can still be helpful.

It needs a good understanding of html,css, php and sql.
A functional admin panel will take several pages of codes so cannot be explained much here.
But searching it may return some sites teaching it step by step.
