All ide are for windows and linux, do some one else , how to program in android? Whether that is possible?

you can't do professional programming from an Android that's the case, we know it's hard to get a computer for some even within this 21st century, we're working on a project my friend, if it succeed, we all do

umm... it's not clear to understand your language, but go for web apps for Android with Cordova, it'll help

Since you didn't say language, there's QPython3 for python on the Play Store. Dunno about C-langs, Java, etc.
