It is not good to compare two technologies which completely differ from each other.
HTML is for displaying the content,
JS is made for making the page dynamic.

Obviously, JS has conditional statements, a part of programming language and many more, unlike HTML which has tags and attributes only.

Well they serve different purposes. HTML is a markup language which is used for page layout. JavaScript is a programming language for manipulating the elements in HTML(and other documents).
