Your TV app is streaming, yes? Probably network problems like interference. Solution: Increase your local buffer size to at least 512K but pref 1024 and ideally 2048. If this doesn't help then your internet is simply too slow and you need to reduce the stream size (watch at 240p instead of 720/480) or upgrade your internet speed. 3G is more than sufficient, though, and most mobile ISPs provide this standard. Buuut there's a conspiracy regarding net neutrality and some ISPs choke certain traffic to "prioritize" others.
