Most of the times, these two terms are interchangeable. However: HTML, for example, is a markup language and not a programming language. If a person codes purely in HTML, and another person codes in C++, both of them are coders, but only one who codes in programming languages can be considered a programmer. A programmer creates programs. A coder writes codes.

A programmer is an inventor and a coder is an assembly line worker. Aprogrammer creates things, a coder follows instructions and assembles things. As Software Engineering becomes commodified, there is less demand for skilled programmers and more demand for coders. Coders are cheap,Programmers are expensive.
