why is c++ not pure oop

i have heard many pepole saying that c++ is not a pure oop language

It isnt. It's mix many paradigms (structural, OOP, even some functional for newer standards), so it couldn't be pure. But that doesnt mean that it is not something good. Cpp give you more freedom to work as you want
