Can I create a CSS file just with any text editor like it's done for HTML?

Yes. An external style sheet can be written in any text editor.

yes..notepad ++ and sublime text editors would be good for u... don't forget to save it as .css

The best choice in my opinion is good old Windows Notepad. It's super simple and supports just about every text file type. It also enables tab indenting. Just remember to save as .css

Mac also has a simple text document editor though I don't remember the name.

Yes all you have to do is add ".css" at the end of the filename and it becomes A CSS file in any text editor even notepad
