If you want to get into neural networks during your AI study, I'd recommend Python, because there are good libraries for exactly that purpose. It also is easy to learn. Another advantage is that it lets you experiment and test quickly, since the syntax is simple. I think performance won't be an issue when testing AI, but if not you can still go for Java. It's faster and even easier to learn when you already know Python.
