CSS is nothing without HTML
CSS stands for cascade style sheets
so in simple words css is for makeup for your html

you can make webpage without css but your page would be very boring :))

there are many things to say but i can not tell all css lesson in few words

do you wana be a web developer,write machine base programs?
your goal will help you get a better answer.
web:html, css, javascript, php/sql ...respectively
machine:c, c++, java (in your best order,depending on what you wana achieve )
