What us character encoding, and what does it mean?
I don't know if I forgot or jus passed it over in the previous sections, but they never went over it, or introduced it. So I'm confused by it.please let me know, thanks

It represents character table avaliable. Since Unicode has became standard, it doesn't make much sense using different character encoding. It was important many years ago, when due to memory and system limitations not all chracters for all the languages were always available, so you had to declare the table, that you wish to use depending on the website language.
