very easy. download the unity engine. you could build a basic 2d game in a few days/weeks/months depending on your idea and how good you are at c#. it's free unless you make over 100k with it

There are toooons of free resources,assets, and tutorials out there.

no problem. The unity engine engine can be used to make all kinds of stuff. I've used it to make webgl games , Android and PC games.
