depends on your "prepared" sources like image or 3d object model or something. then merge them all into specific game. example : if you only have 2d image , then make an arcade or board game. unless images are sprite sheets , it can be either RPG or action or fighting , but still 2d. Sidescroll or top-view like old-times classic rpg , up to you. don't forget the sound environment for BGM / SE thingies. UDK / CryEngine / Unity recommended if you using 3d object models. also not to forget 3d object editor like Blender / latest photoshop that support 3d or 3ds max.

A good development environment for gaming is Unity 3D Pro. it utilizes Unity Script which is basically their version of JavaScript-based and C#. it's actually where I first started learning c#. it also has scrip drag and drop features for game objects and can also be used for app development cross platform. it's also free for the full version costs $1500 if you are developing for wii, or iPhone or Android. Mostly 1st person shooters developed in this platform is good. But it does 2D scrolling games like Super Mario or Flappy Birds or even networked games. it's a pretty solid environment.
