Best place to start is by creating the website and getting domain for it. Once you've done that, look into SEO.

If it were myself, I would create an account on GoDaddy and take advantage of their deals on it. You can get your first domain for an entire year for only $0.99, which is very cheap.
If you need to purchase a web hosting service, then they typically give you a domain name for free, in which case you won't have to deal with GoDaddy.
Once you have your domain and web server, I'll be more than happy to show you how to properly route your DNS.

You can easily host a web server from your local computer. However, depending upon your setup, it may not be consistently online or as able to handle traffic as a remote server might.
Back when I was a kid, we had things like Geocity and Tripod/Lycos (I have no idea if ANY of those are around anymore, I'm talking late 90s. lol) which were fre e web hosting sites. You would simply be a subdomain of their domain however, but I'm sure sites like that would have options for your own personal domain. Anyways, there is free hosting options out there. Jump on google and do a search for free web hosting.
