I dont really get what ure asking but from what I read ure asking of the function of the <div> element or its attributes?.
if so the <div> element is used to mark a part of the web page object. it can have the attribute of "id" or "class" of which u can use later to manipulate the page using css, js or php to change appearance or make it responsive to events .
You could have other attributes as well such as "style" but I advise not to use internal CSS but rather an external stylesheet.
