Mobile or Web first?

Question

1. Is it better to design your websites for Mobile first or Web first?

2. Is it really enough to just have it responsive these days, or is there something better out there at the moment as well?

3. Do you know of a new Mobile Web Development trend perhaps?

Disclaimer: This is a personal opinion.

1- Nowadays, the phone user base has become tremendous and will probably further increase. Therefore, any website should provide a responsive version so as to offer a pleasant browsing experience. This should not be problematic since we have plenty of responsive frameworks ready to take care of everything.

2- If it is a simple website ( a forum for instance, a blog), making it responsive is just enough. The other work around would be to make a separate app using non-web technologies. But this could require more efforts and resources.

3-Im not following the trending echos that much, I won't be able to provide a response.
