Ofcourse yes, provided that the seal to learn is strong. Primers/ developers are good because they also learn everyday. With more practice and determination you should be the best,it does not have anything to do with age neither does it have to do with your background in programming. Although, it will be a plus for you,if you have an an experience with any programming language before

of course yes, you can learn any programming language irrespective of your age. There also programming language books for kids,series of them are out there. what matter most is your passion for learning and mastering it. The person is going to be the drive as you come across a lot of challenges. happy coding
