for the backend part, yes. For the frontend, no. Chrome, Firefox, and Edge no longer support the Java plugin. IE 11 and Safari are the only ones still supporting the Java plugin. Oracle already announced that they are discontinuing the plugin back in 2015.

Yes, indeed we can use it. There is a thing called "Apache Tomcat", which allows you to use JSP (Java Server Pages).
