Does a challenge decline also gain you XP's?

Again, a confusion about XPs, I know.. But, I am observing that recently most of the challenges I have made have been declined, even then I am gaining XPs. I am seriously confused about where those XPs are coming from?

I think you got xp for another reason not for declined challenge..
