Well, there are several ways. If you want to make really a >simple< game, that means a text game (like "think a number", etc) you can use a programming language like are here learn(python, C#...]
If you want to make a game with a light simple static graphics {for example a cards) , besides it, you can use here HTML. CSS +javascript.
But, if you want to make a animated game with full graphics a speed, there is not simple way. Either learn using a specials graphics libraries together wit mastering of computer language, or using some special tool for creating animation games ,,,
