What is the best software to start learning 3d animation???

You can do it using CSS. Maybe it's the hard way for creating 3d animation. But after you learn it completely, it will be really fun to create awesome animation.

I'd say Blender cause it's free, powerful enough, relatively easy to use and understand thanks to the wide variety of documentations and tutorials about its use.
